Packaging is discussed in the beauty press as design and in the sustainability press as waste. Inside a laboratory it is neither. It is a set of technical constraints that decide what can be in the bottle, and a set of commercial constraints that decide what the bottle costs. Both are invisible to shoppers, and both matter more than the colour of the cap.
What the pack is protecting the formula from
Three things degrade cosmetic products from outside: air, light and contamination. Each has a packaging answer, and each answer costs money.
- Air. Oxidation degrades many oils and several well known actives. Airless pumps, tubes and sealed sachets limit exposure. An open jar exposes the whole surface every time it is used.
- Light. Some materials degrade under ultraviolet or visible light. Opaque, amber or metallised packaging addresses this, which is why clear glass is frequently an aesthetic decision taken against technical advice.
- Contamination. Every finger entering a jar introduces organisms. A pump or a tube reduces the burden on the preservation system considerably, which can allow a milder system to be used.
This is why the pack is a formulation input rather than a decoration. A formulator told at the last minute that the product will be sold in a clear jar has to reformulate, not just re label.
Compatibility, the failure nobody anticipates
Formulas and containers interact. A formula can swell, soften or craze a plastic. A plastic can leach substances into a formula. Fragrance components are notorious for migrating into some plastics and for attacking others. Metal components can corrode. Printing can lift and adhesives can fail when the surface is wetted by the product.
All of this is why compatibility testing is run in the final pack alongside stability testing, over months, in the same conditions. It is also why brands are cautious about changing a component that looks equivalent: equivalent to a buyer is not equivalent to a formula. Dosing, and the quiet economics of it
How much product comes out per press is a decision. It is specified when the pump is chosen and it is not accidental. A larger dose empties the pack faster, which shortens the repurchase cycle. A smaller dose lasts longer and risks the customer feeling the product is stingy.
There is no requirement to disclose dose volume, and no shopper compares it. The result is that two products of identical volume at identical prices can differ substantially in how many uses they contain, and there is no practical way to know before buying. The only defence is to compare price per millilitre and to notice how quickly you actually get through things.
Where the pack sits in the price
For many products the primary pack, the decoration and the outer carton together represent a large part of what it costs to put the unit on a shelf, and in some premium categories the pack costs more than the formula inside it. That is not a scandal in itself, because the pack does real work: it protects, doses, and communicates.
It becomes worth naming because shoppers are encouraged to read price as a signal about contents. Frequently it is a signal about glass, weight, a magnetic closure and a rigid outer box, none of which touch your skin.
This publication does not print unit cost figures, because reliable public data on cosmetic cost structures does not exist and any number quoted would be unverifiable.

Refillable
That the product is sold in a container designed to accept a replacement insert or a refill pack. The refill format is usually lighter and uses less material than the original.
Where an environmental benefit is asserted alongside it, the claim moves into the scope of the Green Claims Code and has to be accurate, clear and substantiated across the full life cycle.
It does not mean refills are available for the product you are looking at, in your market, now or in future. It does not mean the refill is cheaper. It does not mean the outer container will be reused enough times for the system to be better overall, which is the question that decides whether the benefit is real. It does not mean the refill is recyclable.
The brand would have to show that refills are actually available and bought, and that the life cycle comparison favours the refill system at realistic reuse rates. The Competition and Markets Authority's Green Claims Code sets out the standard: claims must be accurate, unambiguous, must not omit material information and must consider the full life cycle.
The sustainability question, stated fairly
Packaging is where the environmental conversation in beauty mostly happens, and it is a genuinely difficult area rather than a straightforwardly bad one. Glass is recyclable and heavy, which raises transport emissions. Plastic is light and has a poor end of life story. Mixed material components, including most pumps, are difficult to recycle because separating them is impractical at scale.
What makes this hard for a shopper is that the comparisons require life cycle data that is rarely published, and the claims made are frequently about one attribute in isolation. A material claim is not a system claim, and the Green Claims Code is explicit that a claim should not focus on one part of a product's life while ignoring the rest.
What to do with all this at the shelf
- Prefer protection for actives. If you are buying a product built around an oxidation sensitive active, a clear jar is working against you regardless of the formula.
- Compare price per millilitre, and be aware that pack sizes are frequently chosen to make that comparison awkward.
- Treat weight as packaging, not quality. A heavy base is glass, and glass is not skincare.
- Use jars with clean hands or a spatula, which materially reduces the contamination you introduce.
- Read refill claims as availability questions. A refill system with no refills in stock is a design, not a benefit.
The broader point stands on its own. When a product changes pack, treat it as a change to the product, because inside the laboratory that is exactly what it was.
