The ingredient list is the most useful thing on a cosmetic pack and the most consistently over interpreted. It is genuine, standardised, comparable across products and legally required. It is also governed by a rule that most people who quote it have never read, and that rule changes what the bottom two thirds of any list actually means.
The rule, exactly
The retained cosmetics regulation requires a list of ingredients preceded by the word ingredients, given in descending order of weight at the time they are added to the product. Ingredients in concentrations of less than one per cent may be listed in any order after those in concentrations of more than one per cent. Colourants may be listed in any order after the other ingredients.
Three consequences follow immediately, and they are the whole of what you need to know.
- Above one per cent, order is meaningful. The first ingredient is present in the greatest quantity, and so on down.
- Below one per cent, order is not meaningful. The sequence can be arranged freely, and frequently is.
- You cannot see where the threshold falls. Nothing on the pack marks the line, so you do not know which part of the list is ordered.
Estimating where the one per cent line sits
You cannot know, but you can sometimes make a reasonable guess. Certain ingredients are conventionally used at low levels, and their appearance often signals that the list has entered the unordered region. Materials such as preservatives, chelating agents, pH adjusters and fragrance components are typically present well below one per cent.
Treat this as an approximation and not a technique. Usage levels vary by formula and by function, and the same substance can be used at very different levels for different purposes. Anyone presenting this as a precise method is overselling it.

High in the ingredient list
That an ingredient appears near the top of a list, which for ingredients above one per cent indicates a greater weight than those below it. As a relative statement within the ordered region, this is accurate.
It is the strongest inference the labelling rules permit a consumer to draw.
It does not give a concentration. It does not mean the ingredient is at a level shown to be effective in any study. It does not account for the fact that some materials are supplied as dilute blends, so a high position may represent a small amount of the substance you care about in a large amount of carrier. It does not mean the ingredient is active in that formula, at that pH, in that vehicle.
Only the brand can resolve it, by stating the concentration and the form. Where a brand publishes a full quantitative breakdown, which a small number do, the list becomes genuinely informative. Otherwise position is an ordinal signal and nothing more.
The four misreadings that do the most damage
- Reading position as concentration. Position is ordinal above the threshold and meaningless below it. There is no arithmetic you can do with it.
- Treating water first as a criticism. Water is the continuous phase of most cosmetics. A cream that is mostly water is a cream, not a con.
- Reading list length as complexity or risk. A long list can be a well built system with several minor functional additions. A short list can contain a substance you react to.
- Assuming a scary sounding name means a risky ingredient. The nomenclature is systematic, not descriptive of hazard, and many familiar plant materials have long technical names.
Where the list becomes genuinely powerful
For anyone with a diagnosed contact allergy, the ingredient list is the single most valuable thing on the pack, because it is the only place you can check for the substance you react to. Certain fragrance allergens must be declared by name when present above defined thresholds, which is precisely so that people who react to them can avoid them.
This is the use case the rule was written for, and it works. If you suspect a contact allergy, patch testing through a dermatology service identifies what to look for, and the British Association of Dermatologists publishes patient information on the process. Guessing from a list without knowing what you react to is much less useful than most content on this subject suggests.
Ingredient analysis as a content industry
Ingredient lists are free, public, standardised and infinite in supply. That makes them ideal raw material for content: every product has one, every list can be turned into a verdict, and verdicts perform better than caveats.
The economics push in one direction. A nuanced analysis explaining that position does not give concentration is less shareable than a rating. A rating requires a scoring system, and any scoring system applied to lists must assume concentrations that the list does not contain.
The result is a large volume of confident output built on a variable that is not present in the source data.
- Ratings platforms and apps. Monetise a scoring system whose inputs the label does not provide
- Creators. Get an endless supply of comparison content with a clear verdict at the end
- Brands positioned on absence. Benefit when scores reward exclusion rather than performance
- Shoppers. Get precision that the underlying data cannot support
A description of an information problem rather than a criticism of any individual analyst or service.
Trade names, blends and the gap they create
Formulators frequently buy actives as trade materials: proprietary blends sold under a supplier's brand name, containing the substance of interest alongside solvents, stabilisers or other components. On the label these appear as their individual INCI names, in the correct order by weight.
The consequence for a reader is subtle and important. An impressive looking position in the list may reflect the carrier rather than the active. A material supplied as a dilute solution will place its solvent high and the substance you care about low or, if it is the same molecule, at a position that reflects the diluted amount. Nothing on the label distinguishes these cases.
How to use a list well
- Compare, do not score. Lists are excellent for comparing two products against each other and poor for judging one in isolation.
- Look at the top eight or so entries. That is the region where order carries information.
- Search for your own known allergens, which is the use the requirement exists to serve.
- Note whether a claimed hero ingredient appears near the bottom, which at least tells you it is below one per cent.
- Treat a brand that publishes concentrations as giving you something real, because almost none do.
And keep the limits in view. The list tells you what is in a product, roughly in what order at the top. It does not tell you whether the product will work for you, which remains a question that only eight weeks on your own skin can answer.
